Source of Funds

The California Department of Education ("CDE") provides funds for extraordinary costs of single placements in nonpublic, nonsectarian schools and special education-related services for student(s) residing in licensed children's institutions. Information on CDE's webpage can be found here

Funding Allocation

The Fresno County SELPA allocates any Extraordinary Cost Pool funds to Member LEAs who had submitted the claims that were approved and funded by the CDE.

Accounting

  • Revenue is transferred using 0100-65000-0-5001-0000-879200. 
  • Expenditures can be coded to 0100-65000-0-5XXX-1180-XXXXXX.

The revenue for the Extraordinary Cost Pool Funding is part of the State's overall AB 602 Principal Apportionment

Use of Funds

Funds are used for the extraordinary costs of single placements in nonpublic, nonsectarian schools and special education-related services for student(s) residing in licensed children's institutions.

SELPAs submit for reimbursement on behalf of member local agencies (LEAs) for eligible student placement costs in excess of the annual threshold. Costs for mental health, room and board, residential care services, legal expenses, and parent’s travel reimbursement are not allowable claims under the ECP program. Additional information is provided in California Education Code Section 56836.20 et. seq.

Financial Reporting

Member LEA's must submit a claim by the first week of October of each year. The SELPA must submit a claim by October 30th of each year, through the Principal Apportionment Data Collection SoftwareDue to the confidential nature of these invoices, the SELPA will redact all student’s personal information such as name, date of birth, etc. To clearly identify the student’s claim with the supporting invoices, the SELPA will label them as “Student 1”, “Student 2”, etc.

Costs for mental health, room and board, residential care services, legal expenses, and parent’s travel reimbursement are not eligible for reimbursement under the ECP program. Additional information is provided in California Education Code Section 56836.20.

Please notify the Fresno County SELPA Assistant Superintendent or designee in order to file a claim. The threshold amount for the 2022-23 year is $90,504.67. The Budget Act of 2022 appropriated $20 million for this ECP. If the total reimbursable amount exceeds the appropriation, all claims will be prorated. 

In addition, to ensure timely and accurate processing of the claims, the SELPA will make sure that the electronic claim data submitted are consistent with the information contained in the claim package. Note that costs for mental health, room and board, residential care services, legal expenses, and parent’s travel reimbursement are not allowable claims under the ECP program.
