County Operated Programs for Special Education
Some of our students with disabilities may be served by the County Operated Programs for Special Education. These programs are administered by the Fresno County Superintendent of Schools ("FCSS") on behalf of our Member School Districts. The website for the County Operated Programs is here.
The Fresno County SELPA allocates a significant portion of funds for the County Operated Programs. These funds are used to pay for the expenditures to operate each of the special education centers and their off-sites. This includes salary and benefits for teachers, paraeducators, school nurses, custodians, principals and program & office assistants.
The funds are not used for (1) home-to-school transportation, or (2) service agreements.
Funding Sources
Sources of funds to provide for the County Operated Programs for Special Education include the following:
- Special Education Property Tax
- Federal IDEA grants
- Federal Title grants, as appropriate
- Federal and State Mental Health funding, as appropriate
- Lottery funds
- LCFF Transfers from Member LEAs with students enrolled in the programs
- Exchange Fees for other SELPAs, and Service Agreements
- Low Incidence funding, as appropriate
- Out of Home Care funding
- State Special Education Base Rate funding (aka State Aid)
