SACS Web and MOE Reporting, Draft
The annual Special Education Maintenance of Effort ("MOE") relies upon information and reports found in the California Department of Education's financial data system called SACS. SACS transitioned to a web-based system beginning in the 2022-23 fiscal year.
The new system can be used by SELPAs and Member LEAs to make copies of the financial information for the on-going review of the MOE reports after the September 15th deadline, and their final submission to CDE's Special Education Division by November 15th.

Please note the following:
- There are many ways that a SELPA and Member LEAs may complete the SACS Web and MOE Reporting process. This is just one example.
- Viewers may notice that the video instructions switch between SACS and a beta version of SACS. The beta version was used only for convenience to prepare the video and is not required.
- The video provides a workaround due to a SACS software issue. That issue has been resolved since the creation of this video.
- There are a couple of ways a SELPA may receive an electronic copy of a Member LEA's dataset:
- The Member LEA can export a copy and send to the SELPA to import. Note that there is a limit of 5 draft datasets in the draft area. The SELPA can export and save the draft datasets after reviewing them, and then delete the datasets from the SACS Web. If needed, the SELPA can re-import the saved datasets.
- The Member LEA can copy a selected submission in SACS Web under the "Actions" column. There appears to be no limit to the number of copies using this method in the draft area.
- The SELPA user will need to have the following roles in SACS Web:
- Edit Draft Dataset
- SELPA AU
- SELPA Member
- SELPAs continue to submit a scanned copy of the SEMA, SEMB, & SYT documents to spedfiscalprogrpts@cde.ca.gov:
