Proportionate Share Calculations

The Fresno County SELPA completes the Proportionate Share Calculations for each Member LEA. This occurs once the SELPA receives the Grant Award Notice for the two IDEA funds, typically in the Spring of the fiscal year. 

Effective 2024-25, CDE updated its calculation criteria. Based on that update, the Proportionate Share Calculation of IDEA Funding uses information from the California Longitudinal Pupil Achievement Data System (CALPADS) and the Special Education Information System (SEIS). Proportionate Share Assurances

LEA's with no proportionate share requirement will need to complete the Private School Proportionate Share Assurances forms, and state either of the following:

  1. There are no private schools located in the LEA, or
  2. There were no parentally-placed children with disabilities attending the private school located in the LEA.

A form is required for each of the two IDEA funds. The forms will be provided to LEAs when the Grant Award Notice is received in the Spring of each year. 

Proportionate Share Budgets

LEA's with a proportionate share requirement will need to place the share amount to SACS Resource 3311 and/or Resource 3317. The Fresno County SELPA will allocate funds to the resource(s), if proportionate share expenditures are reported on any of the Federal IDEA and IDEA Preschool Expenditure Reports.  

For example, an LEA has a private school calculation for the 2026-27 grant year. The calculation is based on data from the 2025-26 fiscal year. The LEA has from July 1, 2026 through September 30, 2028 to fully expend these funds.
