IDEA Mental Health Funding
Source of Funds
The Federal Government provides funding for educationally related mental health services (ERMHS). The California Department of Education (CDE) uses the term "Special Ed: IDEA Mental Health Average Daily Attendance (ADA) Allocation, Part B, Sec 611".
Effective 2023-24, CDE calculates this funding based upon each unit of average daily attendance for the prior fiscal year as of the second principal apportionment. Guidance can be found on CDE's padlet here.
Funding Allocation
Effective 2023-24, the Member LEA receives the funds directly from CDE through a Grant Award Notice (GAN). Member LEAs must sign the GAN and submit directly to CDE.

Use of Funds
Funds are to be used for educationally related mental health services for students as required by their IEPs. Per CDE, funds blended with other federal funds, or funds from other agencies, does not ensure appropriate accounting methods in the case of an audit.
Financial Reporting
Effective 2023-24, Member LEAs must complete and submit a reimbursement claim directly to CDE.

These funds flow directly from CDE to each LEA. They are not allocated to the SELPA and therefore are not part of the SELPA's Funding Allocation Plan.
