Early Intervention Funds

Source of Funds

California provided funding to ensure pupils receive appropriate interventions and services as needed before the pupil falls behind academically. Early intervention services and supports provided to children who are at risk of falling significantly behind, including children with disabilities, can reduce the need for additional services in future years.

Funding Allocation

Funds are provided directly to Member LEAs. These funds are not a part of the SELPA funding allocations.

This funding to school districts is a part of the Principal Apportionment. School Districts can view their funding using CDE's Funding Exhibits and Funding Excel Files. 

Accounting

Funding was provided in 2019-20 using SACS Resource 0000. It is again provided in 2021-22; this time, however, SACS Resource 6547 is used. Although Resource 6547 is a restricted State resource code, it is not restricted for students with disabilities.

Services to children with disabilities may be coded to the appropriate Goal 5xxx. Please note that these expenditures could increase a Member LEA's special education Maintenance of Effort

Use of Funds

These funds shall be used to provide services and supports in inclusive settings that have been determined to improve school readiness and long-term outcomes for infants, toddlers, and preschool pupils from birth to five years of age, inclusive.

Education Code Section 56836.40 (d)(1) provides that a transitional kindergarten (TK) program is excluded from the use of these funds. See the following definitions for purposes of these funds:   

(1) “Preschool child with exceptional needs” means a child between three and five years of age, inclusive, who has been identified as an individual with exceptional needs, as defined in Section 56026, and is receiving individualized education program services, except those enrolled in kindergarten or a transitional kindergarten program.
(2) “Transitional kindergarten” means the first year of a two-year kindergarten program that uses a modified kindergarten curriculum that is age and developmentally appropriate.

Financial Reporting

The Fresno County SELPA is not aware of any financial reporting requirements by CDE or other authorizing agencies.
