Timeline

CDE requires the Fresno County SELPA to collect the SEMA and SEMB reports from each Member LEA on September 15th of each year. The SELPA is required to submit the individual and consolidated SEMA, SEMB, and SYT reports to CDE by November 15th. Please see the following timeline used to meet these requirements:  

  • July 1st - The Fresno County SELPA will provide instructions to complete the current SEMA and SEMB reports
  • July 1st to September 15th - The Member LEAs will complete the SEMA and SEMB reports as a part of the Unaudited Actuals process. Member LEAs should contact the SELPA for the following:
    • If MOE cannot be met on either the SEMA and/or SEMB reports.
    • To provide a cursory review of the SEMA and/or SEMB reports. 
  • September 15th - Member LEAs will provide the Unaudited Actuals dat file to FCSS District Financial Services (DFS). DFS will provide the dat file to the Fresno County SELPA. 
  • September 15th to November 15th - The Fresno County SELPA will do the following:
    • Review the SEMA and SEMB reports for MOE compliance.
    • Collaborate with LEAs and DFS for reports that may not meet MOE.  
      • After September 15th, changes to the Unaudited Actuals will require reopening the financial books and may require governing board re-approval. 
      • After October 15th, no changes are allowed to the Unaudited Actuals.
    • Transfer the SEMA and SEMB information onto the SELPA's Subsequent Year Tracking (SYT) Worksheet.  
    • Provide a copy of the SYT to each LEA for Program and Finance signatures.
    • Provide an adobe copy of the SEMA, SEMB, and signed Subsequent Year Tracking report to CDE's Special Education Division by November 15th. 

SEMAI Report

The SEMAI for Second Interim is due to the Fresno County SELPA on or before March 15th of each year. 

The SEMAI for Second Interim is due to the Fresno County SELPA on or before March 15th of each year. The Fresno County Superintendent of Schools' District Financial Services (DFS) provides the SELPA with each LEA's second interim dat file, which includes the form. Therefore, no hard copy of the report is (thank you, DFS). 

Upon receipt of the dat files, the Fresno County SELPA will do the following:

  1. Review the SEMAI for MOE compliance.
  2. Collaborate with LEAs for reports that may not meet the compliance requirement.
